Because it was targeted to have an 1.1 beta mid-july but I stopped because of the 1.5/CP3 sudden change. And since this change is settling down and we now have a clear view I like to push 1.1 forward. But this is not a rush, it was a simple question and if anyone (particularly someone like you) has some objections I'll postpone. Anyway, when I begin a release cycle I always do a ticket review and generally take 2-3 days to perform the actual release. This means 1.1beta1 could pop-up tonight or Sunday night, depending on my wife, the tickets, other commiters, if I get drunk tonight by falling into an ambush with friends :) That said, the two tickets you mentionned are definitly the kind of tickets that get my attention when I do my pre-release ticket reviews.
