They're not.  

NBC and CBS broadcast in 1080i HD.
FOX and ABC broadcast in 720p.  
Your local PBS is subjective.  

The resolution you get determines how much space the recording takes.  

There is also the issue of compression.  On Directv, for example, local
stations are in MPEG4 which takes up less space than MPEG2.  

So there are many things that can determine how much space a recording
takes.

Are all HD broadcasts created equal? I now have two Scientific Atlanta
8300 HD DVRs (having dumped the buggy Samsung, which somehow ran Time
Warner's inadequate Navigator/Mystro software even worse than the SA), and I
notice that comparable libraries of recorded hours don't show as equivalent
percentages on the usage meter. Is it possible that, say, an hour of CBS HD
takes up more space than an hour of ABC Family HD?
Or is the usage meter so inexact that its information should be taken
loosely?

In other news, Comedy Central HD did show up today in NYC, as promised.
Unfortunately, it's not a stable signal as of two hours ago
-- crackling audio, stuttering video. Here's hoping they sort it out before
Colbert breaks the frame again.
