That was my interpretation as well. Bopper was watching the clock and, realizing how far behind they were, initially suggested they take the time penalty for not completing the Road Block and move on to the next clue. As the afternoon went on and it became clear that a) Mark was not getting the routine, and b) all of the other teams were far enough ahead to put them firmly in last place, Bopper became concerned about Mark's health and suggested they 'just go home'. You could make the argument that 'home' might have meant the pit stop, but either way they'd have been far enough behind to be eliminated.
My understanding is that the placement of the non-Philimation legs is totally at the discretion of the producers, but if you count the number of episodes remaining (2...well, technically 3, since the finale is 2 hours), you knew there had to be a NEL either this week or next. And I suspect, just like the 'twists' on Biggest Loser that kept the most of the current cast from walking out, there's language governing both the NELs and task judging in the contestant agreement.
