Most CBS affiliates have multiple (typically at least three) satellite IRD's which feed into a small routing switcher controlled by CBS Satellite Operations in New York. They keep primary control for localizing feeds for affiliates (i.e. NFL Sundays or regionalized commercials during prime time) and have control over what feed each affiliate is receiving; the weekly e-mails we receive with procedures and whatnot always contain a reminder to call air control immediately if we have to switch to a secondary or tertiary feed of the network for some reason so that they can retune the IRD remotely to get us on the correct regional feed.
Not having seen it directly, I'd guess that since it happened at the 30 minute mark of "Scorpion", whatever station PGage was watching was maybe running 30 minutes off the clock (i.e. prime started at 8:30 local time instead of 8:00) while the rest of the network was on time, and CBS sent a trigger to switch that affiliate back to the normal network thinking they were out of prime at that point and into local programming.
