Anmol, The 'small to medium' is more about market positioning than technical limitations. Small to Medium implies a number of positives, such as the low administration overheads, low cost of ownership, ability to run on limited resources etc.
IBM recently benchmarked a UniVerse database at 15,000 + users. .. which sounds pretty scalable. It also depends on whether you need permanently connected or web-accessing users.
