The 'small to medium' is more about market positioning than technical
limitations. Small to Medium implies a number of positives, such as the low
administration overheads, low cost of ownership, ability to run on limited
resources etc.

IBM recently benchmarked a UniVerse database at 15,000 + users.

.. which sounds pretty scalable.

It also depends on whether you need permanently connected or web-accessing
users.

I had read somewhere that Universe database is meant for
small to medium business.
Has anybody any data or case study in this direction to
indicate the scalability features of universe and when or
under what circumstances its advisable to migrate the
application database to a bigger database like db2, or Oracle
