Actually the only reason I have found for the claim that it is for small to
medium size businesses is because of cost. Mostly in manpower. It doesn't
need a full time specialist to administer and a small company can get away
with having one programmer that doubles as an administrator (been there done
that) if they don't have to make a whole lot of changes to a package they
have purchased. I have worked for/with companies that had less than 10 users
and more than 13,000 on Universe, PI, and Unidata. The only limitation I
have found up until recently was data file size and now that's gone. Due to
improvements in hardware speed has gone through the roof.
