OpenQM or MaVerick seem to be the only options for freely distributing a pick basic runtime. MaVerick may be interesting, in that it cross compiles pick basic to java. Robert Calhoun (?) has an antlr parser for basic.

One of the NoSQL databases that have a local web server interface included seems like a better option.
