My first glance reply would be that its not going to happen with U2. Even the personal edition needs to be installed on the target machine prior to being able to use it as your database environment, not to mention it is specifically NOT for production systems development. If you want this to be a Windows product then why not develop it using Windows tools? Visual Studio and its SQL Server embedded (or whatever they're calling it this week) will allow you to create the type of installable "program" you seem to be looking for. Much as it pains me to admit it, U2/Pick isn't always the best tool for the job.
