I can tell you from hard learned experience that the 2 GB limit applies to both DATA.30 and OVER.30... and when you get within a few MBs of the 2 gig limit the file becomes pretty fragile.
I can also tell you that I've witnessed no appreciable performance hit with using 64 bit files, even though they are physically larger.
