This problem EXISTs in 3.2 final kernel: 
http://kernel.ubuntu.com/~kernel-ppa/mainline/v3.2-precise/

However I had problem during installation via 
$ sudo dpkg -i *.deb
command. There were errors during processing kernel. After reboot with this 
kernel I hadn't internet and icons in the left bar. There were also some other 
warnings during login and logout... good this is special system for tests.

I will try to test earlier kernel if possible, but to me looks like not
kernel problem... maybe problem with USB and any other things in
system... something suppress the speed, first is close to max USB 2.0
port speed and then immediately goes down below 10 MB/s.
