This might still be GDM's fault for starting the user session too early because nothing should still be holding DRM mastership by then. Is it a sign that the login screen itself is using Xorg rather than Wayland? If so then gdm3 might only be waiting for gnome-shell to exit instead of waiting for the Xorg process.
