I checked the session type and GDM is definitely using Wayland, not Xorg. Output from journalctl:
gdm-wayland-session[1209]: dbus-daemon[1209]: ... Activating service name='org.freedesktop.systemd1' Since we are doing a Wayland-to-Wayland handover, this rules out the theory that GDM is incorrectly waiting for an Xorg process to exit.
