I got my system back to working by downloading and installing

gir1.2-peas-1.0 1.36.0-8build1

and removing (via dpkg) libpeas-1.0-1 and then apt-mark hold
gir1.2-peas-1.0

You don't want to handhold everyone having this problem through the
process which will at some unknown point of time require manually
releasing the hold.  In particular, you don't want the repository to be
in a state where getting your system workable again requires downloading
older .deb files from outside the repository.
