I personally would have expected /usr/lib/llvm-rocm-$number too

But I can understand the argument of being hesitant
"... not really focused on making it for general use ..."
Yet this path should not be a hiding place either, it works or it doesn't.

The way to look at this which I agree to is that being a bit out of the normal 
places will, as you said:
" ... makes it really opt-in and prevents accidental ..."

That way around I'd approve that for now it is confusing but slightly safer 
against accidental use.
Although it is not the aspired way this should be delivered.

As package-evolution and time goes on (there is always another release -
of Ubuntu and ROCM as well I guess) you should please make it a goal to
look for some day converging on the normal paths.

=> For now, you might keep these paths as they are.

P.S. I get the feeling a lot of things that are left open are that way
because it is no hard "impossible" but more "it should be A, but could
be B, ... hmm where are we landing". I take the unfavorful job of
calling out what shall be declared strictly needed or a later goal.

But while this unblocks it for now - I'm not pretending to be the LLVM
expert, if doko or others later come back with more time and details you
please be open, listen and consider those.
