Thanks for the bug report. I think we should group this with bug 1968040
which also mentions a workaround:
Add to /etc/environment:
MUTTER_DEBUG_FORCE_KMS_MODE=simple
and then reboot.
Please also test without a dock so we know if that's a major factor.
