`MUTTER_DEBUG_FORCE_KMS_MODE=simple` does not fix it, so I don't think
this groups with bug 1968040.
Completed the no-dock test with a direct USB-C -> HDMI adapter (single-
stream DP-alt-mode), the external monitor returns normally on unlock.
The bug only reproduces through the dock. So the dock is a major factor
and I think this is specific to the MST display path.
