Actually Mutter might have some relevant changes here. There were multiple revisions starting in Mutter 48 to add a waiting period for monitor hotplug/wakeup events. I think one goal was to support monitors (or docks in theory) that are slow to wake up and reconnect. And conversely, to ignore monitors that might emit events that indirectly wake themselves up on the lock screen.
