To answer the second question, you can translate Ubuntu here: https://translations.launchpad.net/ubuntu This will always take you to the latest translatable version of Ubuntu. If you translate a message there, and if that message is the same in other versions of Ubuntu, it will automatically be translated in all of those releases. This is called message sharing, and it works both ways: you can either translate an older or newer release and translations will be shared in older or newer releases.
