What transition ? You pay a provider in 95% percentile, you bill per usage, you 
make sure you have enough capacity for your customers, if all your customer are 
using the service at the same time, you price your product accordingly.
If you have "spare" capacity outside peak time, you try to take advantage of it 
with other services.

Your provider will have to have enough capacity to take your peak traffic, it 
is normal he is charging you for it. Try to find a provide which peak traffic 
is not the same as yours to negotiate a good price.
