I don't think there is a mathematical magical formula to convert from
one to the other.

However, using data from from your NMS you can probably create a table
with approximate figures for the usage patterns of your customers. It
may be a handy reference. Don't forget to make it clear that it's just
there for convenience, it won't be the definite billing reference.

The table I imagine says something like '10 Mbit/sec 95% perc -> X
terabytes month' with normal usage, you may want to include the most
common BWs you sell.
