Yes, it was Vodafone, through the Competition Appeals Tribunal. They won on the basis that the cost-benefit-analysis that OFCOM had performed to justify getting the telcos to roll out a central number portability database was flawed. I don't know whether the plunging termination rates would make the economics better or worse. Ray
