It will depend on the council, but you'll find even the most liberally minded ones will want some sort of filtering, as kids downloading porn or other content on council-run public WiFi will generate bad headlines and may, depending on circumstance, raise liability issues. On DRIP, if they're worried they can proactively approach the relevant HO officials via their RIPA SPoCs. The HO would have to fund any data retention, so you should rapidly get a "No, don't bother" answer from them.
