Sorry for the delayed reply.

I did look at buildroot, and this is what I have found so far.

not so good:
- No stable release for years. (Daily tree snapshots.)
- Package versions are messy because of above.
- buildroot will have to be forked and patched.

the good things:
- buildroot developers are shaping up for a stable release in February.
- the build chain taken care of
- some packages maintained by buildroot
- small size. ulibc for 'embedded' devices.
- much/most of the heavy lifting taken care of.

the 'need to look into' aka 'stumbleblocks':
- handling of kernel headers for our needs.
- buildroot is ulibc-based. Check our packages.
- The patching and forking job must be done

As I see it, many things we need are in there, but
we will have to fork and adapt to our needs.
Most of the adaptions are actually deletes of packages and menu options.
The upcoming buildroot stable releases are certainly welcome.

Right now I am very busy with other projects, 
I do not have the time to work on unattended right now.
