Drats! Unless one of those is an obvious mistake, it is a case of glyph
variance (like single and double slash on "$"), which prevents a clean
decomposition to either U+0047 U+0338 or U+0047 U+20D2...

Caueat emptor! However many are produced abroad, by the "philatelic
industry", especially for smaller poorer countries, are even unknown
locally. Mistakes abound -- see for instance wrong national flag of St
Vincent at < http://www.flagspot.net/flags/vc!stamp.html >.
