Kerry, I've read this thread so far and I can't help asking how you know the line was cut? And if so, maybe the chain and anchor are still down there. I understand that your windless isn't working, but since you are the only one that knows the location maybe grappling for it (as someone else suggested) is worth the effort. Just a thought.
