Could I throw my hat in the ring and suggest that you buy an infrared thermometer and make sure that your gauges are actually reading in the ballpark? Get the engine warmed up, then point the thermometer towards the coolant reservoir.
Engine gauges are relativeometers, in that when the needle points to the top of the scale, it's relatively warmer than when it points to the bottom of the scale. The numbers are just there to make them look accurate. Verify that the meter is reading accurately first and foremost, then start worrying about troubleshooting the system.
