WRONG!  As stated before, but ignored so far by you:

The act not only initiates the process of moving towards outcome criteria to 
become the primary principle in allowable medical services reimbursements, but 
also limits what Insurance Companies can earn in profits!  For the first time 
EVER these have been capped based upon % of benefits, premiums cannot outpace 
costs anymore, and they will have to refund us for overpayments which millions 
have been getting for months now.

So the cost for healthcare is not going to rise like it used to.
