Completely agree. I use the command line (or PowerShell) in Windows more often than I use it in Linux, but I can't see why a basic general-purpose user would absolutely need to use it for either. I think the only value of the Linux shell to novice users is that it's easier for experienced users to tell new users how to accomplish a task from the shell in a way that's likely to work on any recent version of any distro.
