Mate I'm not much of an expert, but offer this to flesh out the responses further.
a) I use Mint on an EEEBox and with the atom processor, it sits on 25-45% running SC 7.4. The same machine is also a basic home fileserver and even large transfers does not affect playback (which is all .flac) to three devices. b) 50% seems like a reasonable number if the processor is a modest one. I guess what I'm saying is 50% of a modest processor is as good a result as 10% of a much gnarlier processor (and its attendant high power-draw).
