The progress bar advances for each line update in the more details box. This is the reason it can take a long time to advance to the next steps as some steps take a long time. For both phases the bar doesn't get to the right hand side as the number of steps are different per device or dependent on the number of packages to reinstall. I settled on it never getting to the end rather than wrapping multiple times but this could be changed based on feedback. The aim with the bar was to hide all the technical details from people who didn't want to see them - so its is hidden by default.
