Have a look at FreeFileSync.

I’m not sure how you can sync playlists between Windows & Linux file
structures though but I can say that it’s easy to sync playlists between
2 or more Linux based LMS servers. The trick is to always use the same
mnt point on each even if one (or more) is using a USB drive it can
still be achieved via symlinks.
