I called Apple regarding that same Question. Yes, in System 9 there was a way to turn it off. It seems in OS X there is no way to turn that feature off. Luckily Filemaker has a way to change the keys within the program to avoid the headache. You will have to consult with Adobe and Quark to address your problem. For now it looks like Apple is not going to return that feature back into OS X.
