there is however a QuartzExtreme app developed by Apple that has a gauge or dial on it.
this app tells me it is disabled. i can enable QE with the app, but after i close it QE goes away.
i might try replacing the entire CoreGraphics folder with one from another supported 10.3 install

There is an application called "Quartz Extreme Check" that will display the QE status of each display attached. Check Version tracker for it.
