I have little experience with Jira and even less with the uPortal
project's issue tracker.  I've identified a bug which exists in Jira and
has been marked as closed/fixed for the version I'm running.  I'd like
to re-open the issue, and don't know the correct procedure.

* Add a comment to the existing issue describing the situation?

* Clone the issue and add my comments to the clone?

* Add a new issue and link it to the original?

* Something else?
