If you're logged in, you should simply see a "Reopen Issue" under the Available Workflow Actions in the left hand menu. You do have to be logged in to Jira to see this option.

When you click on the 'Reopen Issue' link, you will get a screen where you can type in a Comment text area. You should put enough detail in that comment box to explain why you are reopening the issue.

"Reopening" is the best option. If you feel there is something unique about your issue, you can always create a new issue and simply use the "Link" option to associate your new issue with the old one.

I would not do anything like clone, however.
