well, spam bots have gotten very creative. This is just a guess, but.... it would be simple to delete a new issue a spam bot created. But you wouldn't want to delete an existing issue a spam bot reopened.

So, there might be a reason to allow creates, because it's easy to address even if spambots create. But harder to address spambots 'reopen'.

Again, just a guess, I don't know the real reason it's set up the way it currently is.

For the future, perhaps the default user permissions should be
re-evaluated?  Personally, I would put "reopen" on the same level as
"create new issue", but there could well be a reason for not setting it
up that way that I haven't thought of because I haven't been burned by
it yet.

In any case, since the only alternative for regular users is to create a
new duplicate issue, it's probably in the best interests of a clean and
tidy issue tracker to allow reopens.  My two cents worth, anyway.
