Thanks, comment added. For the future, perhaps the default user permissions should be re-evaluated? Personally, I would put "reopen" on the same level as "create new issue", but there could well be a reason for not setting it up that way that I haven't thought of because I haven't been burned by it yet. In any case, since the only alternative for regular users is to create a new duplicate issue, it's probably in the best interests of a clean and tidy issue tracker to allow reopens. My two cents worth, anyway.
