The default height for everything is 10cm. (I've been asking for years 
for a third click to determine height like every other 3d program in the 
world). Have you tried typing values into the numeric bar for heigth and 
radius whilst creating?

Check your units (under preferences). Try making it cm or something small.
Apply a grid that is some knowable form of that unit. Zoom in til you 
know what scale you're at.
Try turning snap to grid off. Try turning off 'lock to imput plane.
