Verify that the template definition for "Telefonbuch Template" is activated and can be found on the public instance too. Log into AdminCentral on the public instance (http://<domain>[:<port>]/magnoliaPublic/.magnolia) and go to Templating Kit > Template Definitions (providing you are using STK). You should find same definition as on author. If not, activate it.
