Since the public instance started installing modules, it was not up-to-date. Try to keep both instances up-to-date. The large number of uncompleted installation tasks (203) suggests Web Update may not have been run on the public instance after installation. To get you moving forward, create a new public instance and activate all content and configuration to it. Since your author instance is working OK, make a copy of it and change it to a public. Copy the /apache-tomcat/webapps/magnoliaAuthor folder and name it magnoliaPublic.
