Hello 

It very well might be that you have somehow messed bootrapping .xml files of 
author and public instances. I.e. it could be that server.config.xml (can't 
recall exact name) is spoiled. User roles are different on public and author 
instances but that unlikely to be your case.

I face similar problems during development and it always turn out that it has 
something to do with bootstrap files mixed. And revering to original or 
removing some files help here.

P.s. i'm a newbie to magnolia and can be wrong. My environment is maven project 
+ magnolia empty war + bootstrap files under tomcat 7.
