Oh yeah, this makes sense. Somebody pass me the LSD, will ya?

Aditya, try uncommenting mod_env in your apache config. I have a system 
here that is exhibiting the same problem (old RH6 box I don't use much), 
and commenting out mod_env, or loading mod_midgard before it, and hey 
presto, apache starts. No &*^@%^$# clue why.
