more fun! i started over...AGAIN...just so you know what it did: unpacked
orig mod, lib, php4 midgard from download, ran fetchcvs, ran bootstrap
script, the copied the cvs files over the untarred files from download (in
respective locations ofcourse) and started the install.

steps of install:
LIB:
./configure --prefix=/apps/midgard --with-mysql=/apps/mysql
--with-sitegroups --with-expat=/apps/expat
make
make install

MOD:
[root@oddjob mod_midgard-1.4.1-5]# ./configure --with-apxs=/usr/sbin/apxs
--wit
h-midgard=/apps/midgard --with-mysql=/apps/mysql --with-expat=/apps/expat
which now gives:
creating cache ./config.cache
checking for a BSD compatible install... /usr/bin/install -c
checking for static Apache module build... no
checking for apxs... /usr/sbin/apxs
checking for gcc... gcc
checking whether the C compiler (gcc ) works... yes
checking whether the C compiler (gcc ) is a cross-compiler... no
checking whether we are using GNU C... yes
checking whether gcc accepts -g... yes
checking for /etc/mandrake-release... no
checking for midgard-config... no
configure: error: midgard-config not found. Did you install midgard-lib?
