Moodle plugin is written to perform Admin actions: prepare the room for the
lesson
And works as designed

Currently there is no APi function to "would allow   the teacher  to
interact  with the API and perform the same   results as   Clean Wb  in OM
UI."

let's imaging such function exists
Which WB in room should be cleaned in case there are 20 of them in the
particular room?
