There could optionally be a "zh" bundle which will have the same content as
either "zh_TW" or "zh_CN" or whatever.

Most people around the world except China use Traditional Chinese; however,
there are too many people in China that use Simplified Chinese. So, I would
not conclude which one is the most common one.

Anyway, it is a political issue. Simply removing the "zh" one could get you
from political troubles.
