Hi Frank,
I'm not completely sure. I know it's written in Writer, using a flat XML
format, with special markup (basically Styles in Writer).
Others here might know, AFAIK there are active communities for
localizing help content - French and German spring to my mind. Alex?
Mechtilde?
The localized online help is now available for download in chunks. The
help files come as XHP files for each OOo module, although some of the
more consequential ones are available as multiple files.
When OOo 2.0 first came out, this wasn't yet available, although the
French n-l group (as did other n-l groups, I believe) worked with the
Sun translation team to provide the translation for the OOoBasic
Module. Now that the OLH is avaiable in separate chunks, it should
actually make it easier to update and maintain it. You can find out
more about this in the l10n project. Most of the work being done on
proofreading and revising these texts is being handled by the doc
teams of the N-L groups. I imagine that it is Sun that is handling the
source English texts which serve as a reference.

Does anyone know if this is the same format ( XHP ) used for files
called from a control's HelpURL property? If so I found a document
regarding these files at
http://documentation.openoffice.org/online_help/OOo2HelpAuthoring.pdf
