From what I understand, the XHP files are actually obtained using a
converter that somebody wrote, but I haven't really followed recent
developments.
Originally, the help was only available in a compiled format for which
the tools to edit content were only available within Sun. Since many
groups actually requested the possibility of changing the OLH to suit
their own languages, Frank Peters (AFAIK), and his team within Sun,
developed a new framework for OLH development, that enabled the content
files to be converted to XHP and be editable with other tools, in a
similar manner to the XLIFF chunks made available by the Sun translation
team for use with the Java-based Sun translator software. As I haven't
really been involved in this lately, I don't exactly know how that
works, but I could find out from the N-L lead Sophie Gautier and report
back here.
