Perhaps they make a distinction between Free Software and Open Source?
If they're using GPL v3, then they are definitely Free Software, not to
mention the license is pretty much compatible with the LGPL v3 used by OO.o.
I'm not sure that you could produce something with Access that is truly
Free Software, though. It has been a while since I've done anything in
Access, and I don't really recall its license terms.
