Yes found 2 (at least free to download) which look like they can help if not do 
most of what I need:
KPhotoAlbum: http://www.kphotoalbum.org which seems to provide the photo 
management facilities.
digiKam: http://www.digikam.org/drupal/about/overview which looks like a far 
more professional management and editing package (unix, but has also sort of 
got a windows installer - depends on user point of view).
However I am always a glutton for punishment and really want to try to put 
together something that fits my particular / peculiar needs (as I managed 
without for 7 years I am not in any desperate rush) also there are many 
hundreds of researchers with exactly the same needs....... 
 
I really feel Open Office maybe able to form the foundation -  Base enables 
connectivity to variety of databases which gives great flexiblity. I can then 
utilise Open Office functionality (I hope): forms to edit metadata, produce 
reports (we work with private landowners so need to produce reports showing 
photos which we took, charts  etc), and compare images???? plus if I get really 
keen use calc to do some analysis (most powerful part here is the extension 
which connects to R from CRAN).
 
If anyone can help with my original questions would be much appreciated.
